The system should also allow HR staff to override the screening tool and review/send applications that do not meet all qualifications. The system should have the capability to archive all information relevant to a recruitment, including the ad, applications, and reports. It should also provide the ability to view or print a snapshot of the recruitment at any time. The system should be able to generate recruitment reports for current or closed recruitments. In terms of security, the system should provide access control features to restrict access to authorized personnel. It should integrate with the server operating system and DBMS environments. The system's access controls should be controllable by the HR application security administrator and include functions such as limiting access to certain functions/screens, files, data fields, inquiry only access, and reports. The system should also have the ability to copy security profiles and detect/block unauthorized access, providing an audit trail of unauthorized attempts. The system should provide transaction trails and reports for daily auditing, including the identity of the user, date and time of the transaction, and contents of each record before and after the update. It should also provide an on-line transaction trail by date and time for transactions by client number, name, and changes by operator identification. The source code should be provided for custom-built systems and customizations of COTS systems, with the vendor maintaining a current version of COTS application source code in escrow. The system should be fully documented, including management overview, detailed user instruction, technical components, programs, files, procedures, etc. The offeror should specify the recommended hardware and system software configuration for the proposed software solution. The vendor should provide procedures for backup and recovery of files, as well as training for system administrators, user personnel, and systems development staff. A project manager with the necessary expertise and manpower should be provided to oversee and perform the tasks involved in the implementation of the system. The vendor must provide a 12-month application software warranty and the first year of maintenance at no charge to the County. A detailed project work plan should be submitted, including software modifications, hardware/software installation, data conversion, delivery of documentation, training schedules, and system acceptance. Regular project status reports should be provided, and any problems should be reported with proposed solutions. In addition to these requirements, offerors are expected to address each of the specific evaluation criteria and demonstrate how their proposal meets the minimum qualifications and requirements.
