The general requirements include submitting a complete response to the RFP, preparing the proposal simply and economically, and ownership of data belonging to the City of Newport News. The contract term is from the date of award through June 30, 2008, with the option to renew for four consecutive one-year periods. Additional services may be provided within the scope of the original contract, and the evaluation criteria will be used to assess qualifications for the shortlist of offerors. The City may assign varying weights to the criteria to reflect their relative importance.
