ITB - Legal Advertising Services 2010

  • YEAR CREATED: 2010
  • ENTITY TYPE: County
  • TYPE OF DOCUMENT: BID - ITB, IFB, ITT, RFB
This document is an Invitation for Bid (IFB) for Legal Advertising Services. It provides information and guidelines for potential bidders who are interested in providing legal advertising services to the County. The document emphasizes that the bidding process will follow the procedure outlined in Section 2.2-4321 of the Code of Virginia, and a detailed explanation of this procedure can be obtained upon request. The document outlines the requirements for signing the bid, depending on the type of business entity. It states that the owner, general partner, or designated member/manager of a limited liability company can sign the bid. For regular corporations, the CEO, President, or Vice-President must sign, and others may be granted authority to sign with proper documentation. The document also covers the correction or withdrawal of bids and the cancellation of awards based on bid mistakes. It states that the County may allow correction or withdrawal of bids at its discretion, but changes in bid prices or provisions after bid opening are not permitted. The lowest responsive and responsible remaining bid will be considered if a bid is withdrawn. The IFB includes a requirement for bidders to provide a list of subcontractors, which the County reserves the right to reject for valid reasons. Bidders must also include a list of references for whom comparable work has been performed. Failure to include references may result in the rejection of the bid. Samples, if required, must be provided free of expense to the County, and delivery must be made during normal working hours unless prior approval for an alternate delivery has been obtained. The document emphasizes that no bidder can require contractual language limiting or eliminating liability for incidental and consequential damages. It also states that late bids will be returned unopened. The County reserves the right to reject all or part of any bid, waive informalities, and award the contract to the lowest responsive and responsible bidder. Vendor preference is given to County and state vendors in tie bids, and tie bids may prompt an investigation for Anti-Trust violations. The basis for awarding the contract is the lowest responsive and responsible bidder based on total cost. If the lowest bidder is from a state with a preference, a like preference will be allowed to the lowest bidder from Virginia if they are the next lowest bidder. The County reserves the right to negotiate with the lowest responsive and responsible bidder if their bid exceeds the available funds. A Notice of Award will be posted on the County's website and bulletin board, and bidders have remedies available for protest according to the Code of Virginia. By submitting a bid, the bidder certifies that they are not currently debarred by the County or the Federal Government in procurement involving federal funds.
