RFP - Meet and Confer Proceedings Coordinator 2006

  • YEAR CREATED: 2006
  • ENTITY TYPE: City/Township
  • TYPE OF DOCUMENT: RFP - Request for Proposals
The document is a solicitation for a Meet and Confer Proceedings Coordinator by the City of Glendale. The document outlines the specifications and terms and conditions for the solicitation. In Section One, it states that if the employee organization and the city manager cannot agree upon an arbitrator, an arbitrator with public sector labor experience will be appointed by the federal mediation and conciliation service. The arbitrator will set a hearing within 60 days of selection or appointment, and the city attorney or legal counsel appointed by the city attorney will represent the city at the hearing. The city and the employee group will present their positions on the breach and the requested resolution to the arbitrator, who will render a decision by accepting one of the presented positions and resolutions. If there are multiple alleged breaches, they will be separately designated, and the arbitrator will render separate decisions for each breach. The decision of the arbitrator will be final and binding on the parties, as long as it does not modify the provisions of the division or require the city to commit additional resources not budgeted by the council. The costs associated with the arbitrator will be borne equally by the city and the employee group. The timeframes in this section can be mutually changed by written agreement, and failure to allege a breach by the specified date will be deemed a waiver of the right to allege the breach thereafter. In Section Two, it states that solicitation of members, dues, and other internal employee organization business should be conducted only during non-duty hours and should not interfere with work. It should take place in non-working areas, and notice of employee organization meetings and agendas may be posted in the city's e-mail meeting folder at the membership's cost. The city manager may delegate his duties and responsibilities under the meet and confer process and appoint personnel to assist in their performance. The Terms and Conditions section includes information on the incorporation by reference of the Scope/Specifications, Terms and Conditions, General Instructions and conditions, and any attachments. It specifies that the response to the solicitation should be submitted on a CD-ROM in MS Word, Excel, Powerpoint, and/or PDF format. The offeror should complete all sections of the solicitation in the given format, and if additional space is needed, it should be indicated in an attachment. The submission of the CD-ROM will be construed as the offeror's intent to be bound by any resultant contract. Additionally, the document mentions that the City has the intention to extend the contract period and will notify the contractor at least thirty (30) calendar days prior to the expiration of the current contract.
