SPEC - Strategic Marketing & Public Relations Services 2006

  • YEAR CREATED: 2006
  • ENTITY TYPE: Authority: Transportation
  • TYPE OF DOCUMENT: SPEC - Specification
The document outlines the requirements and evaluation process for a marketing and public relations contract with TxDOT (Texas Department of Transportation). The document specifies the criteria for evaluating the effectiveness of marketing and PR programs, materials, and activities in meeting client goals and objectives. It also mentions the need to provide additional benefits and services to TxDOT, such as airtime, promotional events, products, partnerships, or other value-added features. The document further describes the submission requirements for work products and attachments, including the need to provide original and duplicate sets of eight work products related to the eight projects described in the narrative. These work products can include publications, billboards, speeches, letters, photographs, news releases, presentations, storyboards, video or audio advertisements, public service announcements, manuals, internet material, or other work products developed by the respondent. The work products should be clearly labeled and submitted in plastic sleeves or on 8 ½ x 11 inch paper if they don't fit in sleeves. Audio and visual submissions should include an original and five copies, and they should be compiled and provided in VHS, CD, or DVD format. The combined audio and visual work samples for the eight projects should not exceed five minutes in length. The document also mentions the requirement to submit client references that can verify the respondent's qualifications and experience. TxDOT will contact these references to determine the respondent's ability to meet the specifications. The evaluation process includes a preliminary screening to ensure that the minimum qualifications and response requirements are met. Responses will be evaluated based on respondent qualifications, experience, references, demonstrated ability to perform desired services, and pricing. TxDOT will make the final selection of the vendor based on what is most advantageous and in the best interest of TxDOT. The evaluation process consists of three steps: initial evaluation, oral presentation and discussion, and Best and Final Offer (BAFO). The initial evaluation will be based on the criteria included in the evaluation matrix, with the proposal evaluation comprising 70% of the overall score and pricing comprising 30%. Only top-scoring respondents will proceed to the oral presentation and discussion phase, where they will present a brief presentation based on a case study provided by TxDOT. The oral presentation will be evaluated and scored based on specific criteria. After the oral presentations, TxDOT may continue with further discussions and may request a BAFO in writing from the selected respondents before deciding to award the service contract.
