The City of Newport News is seeking proposals from qualified offerors to provide design services for a vehicular way-finding signage program. The objective of the program is to create a signage plan that will provide residents, visitors, and tourists with easily understood information about the routes to major destinations within the city. The program will include the development of a citywide master plan for destinational signage, and various levels of signage will be examined, including interstate signage, district gateway signage, major intersection signage, interior gateway signage, and circulation signage. A steering committee will be established, consisting of city staff, representatives from the Virginia Department of Transportation, and stakeholders from various organizations within the city. The consultant will work with the steering committee to determine the major destinations within each district and gather input from stakeholders. The consultant will also develop criteria for qualification of a destination on any particular type of sign, recommend proposed locations for signage, and develop preliminary sign location plans and schedules. The consultant will present the preliminary findings to major stakeholders for their input and prepare recommendations for the district signage based on the input received. The consultant will also identify a program for the operation and maintenance of the signs. The completed master plan is expected to be delivered within 6 months of the award of the request for proposal (RFP). Proposals will be evaluated based on the offerors' capabilities, qualifications, and experience, as well as their proposed outline, examples of previous work, time schedule, cost, and references. The evaluation process will involve selecting and interviewing qualified offerors, conducting negotiations, and awarding the contract to the offeror with the best proposal. It is important to note that the City reserves the right to cancel the contract with the vendor at any time with written notice. However, cancellation shall not release the vendor from legal remedies available to the City. The City may also cancel the contract without notice in the case of vendor non-performance.
