This document outlines the procedures and requirements for contractors working on projects for Baltimore County. It specifies that contractors must provide detailed estimates for materials, and if the price for any material is deemed unreasonably high, the source of supply will be rejected. The contractor must then provide two other quotes for the material. If the lowest price is still too high, the job may be rescheduled using different materials and methods. All materials must be approved by the Project Manager or authorized representative before use, and any materials not approved will not be paid for by the county. For emergency work, the contractor must provide a phone estimate, while for regular work, estimates can be submitted via mail, fax, or email. Once approved, the contractor will receive a verbal Notice To Proceed or a contract release order, which must be confirmed in writing. The document also states that contractors cannot subcontract the plumbing work assigned under the agreement, except for work outside of the contracted trade. If the price for any subcontractor's services is deemed unreasonably high, the subcontractor will be rejected, and the contractor must provide two other quotes. The cost of travel means, equipment, and tools are incidental to other pay items, and the contractor cannot charge for travel time or lunch breaks. The contractor must come prepared with the necessary materials and parts, but if additional materials are needed, the contractor can use work time to obtain them, with a maximum of one man hour charged per day. Invoices must clearly state hours worked, material costs, and a description of the work performed. Copies of manufacturer's/vendor's invoices for materials used must also be included, along with daily work orders signed by the county contact person. If the contractor foresees exceeding the original estimate, approval must be obtained from the Project Manager before proceeding with the additional work. All work is measured and paid on a time and materials basis, with labor rates including small tools. Special equipment with a cost of $1,000 or greater will be paid for by the hour using the Rental Rate Blue Book for Construction Equipment. Scaffolding rental costs will be reimbursed by the county. The document also includes information on temporary suspension of work due to unfavorable conditions, and the storage of materials during suspension. The contractor must notify the Project Manager in advance before resuming work. Contractors are only allowed to work when and if authority is granted by the Project Manager or the designated representative. Any work performed without approval will not be recognized or compensated.
