All bids, responses, inquiries, and correspondence related to the ITB become the property of Lubbock Power & Light upon receipt. Bidders are required to label the outside of their sealed bid with the ITB number, closing date and time, and their company name and address. The document clarifies that Lubbock Power & Light is not obligated to pay any costs incurred in the preparation and submission of a bid. It also states that the issuance of the ITB does not obligate Lubbock Power & Light to enter into a contract for any services or equipment.
