RFP - Computer Aided Dispatch and Records Management System 2007

  • YEAR CREATED: 2007
  • ENTITY TYPE: City/Township
  • TYPE OF DOCUMENT: RFP - Request for Proposals
The document describes the proposed features and functionalities of a Records Management System (RMS) for a law enforcement agency. The RMS system includes modules for Citations, Reporting, Security, Queries, Case Management, Property Management, Services Billing, Master Clock Interface, Pictometry Interface, and FCIC/NCIC Interface. The Citations module allows for automatic linking of names and vehicles, easy copying of existing citation records, tracking multiple cited offenses per citation, linking multiple citations to an individual, and simplified ticket management. The Reporting module provides a wide variety of reports, including summary, statistical, and detailed reports. Users can select reports based on various fields and relationships, and the system supports output to file, printer, email, and print preview. Special report generation using standard SQL reporting applications is also possible. The Security features of the proposed RMS system include easily managed security controls, multiple levels of access for individual users, a detailed 5-level security structure by program function, automatic logout option, and password protection. The Queries module provides a standard query method across all system modules, allowing for string text search of narrative fields and master address searches. It supports both simple and extended query formats for quick or detailed inquiry, and users can select various relationships in fields and choose values for the fields. The Case Management module includes features such as automatic email notification to assigned staff and supervisors, unlimited case activity logs, separate and detailed security, and extensive reporting options. The Property Management module allows for unlimited property records linked to an incident record, full chain of custody tracking, unlimited property action logs, and extensive reporting. The Services Billing module enables tracking and invoicing of chargeable services, with links to the Incident and Master Name Index modules for automatic processing. It supports different types of billing activity and provides extensive reporting options. The Master Clock Interface ensures that all elements of the proposed solution interface with the master clock, with time distribution accomplished via Ethernet and/or RS-232, RS-485 protocols. The Pictometry Interface offers a solution that combines aerial imaging with a graphical interface, allowing users to view imagery, initiate measurements, and plan actions based on the images. It provides full-color, high-resolution, digital images from multiple directions and integrates with mapping solutions and orthophotography systems. The FCIC/NCIC Interface allows the CAD (Computer-Aided Dispatch) system to access Florida FCIC and National NCIC databases in a read-only capacity.
