RFP - Security Systems 2008

  • YEAR CREATED: 2008
  • ENTITY TYPE: State
  • TYPE OF DOCUMENT: RFP - Request for Proposals
The document is a contract update format for a procurement services group. It includes various sections outlining the terms and conditions of the contract. Section III.24 discusses the inclusion of emerging technologies in the contract. The state reserves the right to modify the terms of the contract to include technologies that were not identified previously. However, the technology must have been in the commercial marketplace for a reasonable amount of time and have met with some degree of success among a substantial base of issuing entities. Section III.25 states that the contract may be terminated if it is found that the certification filed by the bidder was intentionally false or incomplete. Section III.26 outlines the policies and prohibitions on procurement lobbying. It restricts communication between the procurement agency and the bidder, except for designated staff, during the procurement process. Certain findings of non-responsibility can result in rejection for contract award and potential debarment from obtaining future governmental procurement contracts. Section III.27 introduces the Diesel Emission Reduction Act of 2007, which requires heavy-duty diesel vehicles to use the best available retrofit technology and ultra-low sulfur diesel fuel. The law applies to vehicles owned, operated, or leased by state agencies and public authorities. Contract vendors may also be subject to the law if they use heavy-duty diesel vehicles on behalf of state agencies. The law sets deadlines for compliance and allows for waivers under certain circumstances. Section III.28 outlines the contractor requirements and procedures for equal employment and business participation opportunities for minority group members and New York State certified minority/women-owned businesses. The contractor agrees to promote equality of economic opportunities for minority group members and women and facilitate the participation of minority and women-owned businesses on the contract. It includes equal employment opportunity requirements and encourages the participation of certified minority and women-owned businesses as subcontractors and suppliers. To locate New York State Certified M/WBEs, the directory of Certified Businesses can be viewed.
