This document discusses the use of competitive negotiation in procurement in Virginia and Loudoun County. Competitive negotiation allows factors other than cost to be considered in making an award for goods and nonprofessional services. It is used when competitive sealed bidding is not practical or advantageous to the County. According to County policy, cost must account for at least 35 out of 100 points, with the remaining 65 points allocated to value-related factors.
