The oil must be the latest improved products in current production and must be certified by the American Petroleum Institute (API). It must be free from water and other detrimental material, and must be virgin, non-recycled. The specification requirements include meeting the API standard specification for performance of engine oils, having a chlorine-free composition, and an ash content of 1.5 max. The document also mentions shipping requirements, such as delivering the oil in standard 55 gallon drums and providing a Certificate of Analysis with each shipment. The vendor is required to submit a copy of their current API License with their bid. The oil is subject to laboratory testing before final acceptance, and any products failing to meet the specifications must be removed within five working days after notification by the Department.
