This document is a Request for Proposals (RFP) for disaster debris clearance and removal services issued by the City of Newport News. The offeror must provide an organizational chart listing personnel assigned to the project, including contact information and professional certifications. They must also provide resumes for the project manager, operations manager, and other key personnel proposed for the project. The offeror must provide a description of their typical debris management site operational plan and a site-specific health and safety plan. They must also provide a subcontracting plan, including the percentage of work to be subcontracted and the involvement of local subcontractors. The offeror must submit price proposal forms for hourly equipment and labor rates and unit rate prices. They may also provide any additional information they wish for the City to consider when evaluating their proposal. The City reserves the right to investigate the offeror's capabilities and reject any proposal that does not satisfy their requirements. The evaluation criteria for the proposals include experience and qualifications, capability and understanding of the requirements, project understanding and technical approach, suitability, responsiveness, rate schedule/cost, past performance, references, and additional information provided. The proposals will be evaluated and interviews will be scheduled with selected firms based on the "other than professional services" method of selection for services outlined in the Code of Newport News, Virginia Section.
