The Code of Conduct also includes rules regarding the solicitation and acceptance of gifts, gratuities, benefits, or things of value. Members are not allowed to solicit or accept gifts from any person or entity doing business with, regulated by, or seeking to do business with the county, or from their agents or lobbyists. The definition of "gift" includes various forms of property, services, and benefits. However, there are exceptions for certain types of gifts, such as salaries, benefits, and services associated with employment, contributions or expenditures reported under Florida Statutes, honorariums or expenses related to honorarium events, and awards or items given in recognition of public service. The Code of Conduct also prohibits members from promoting private businesses while on county time and engaging in political activity on behalf of themselves or others while on county time. Any member receiving a gift from an individual or organization doing business with or regulated by the county must report the gift to the County Manager within five working days. Overall, the Code of Conduct aims to ensure that members of the Seminole County Government/Board of County Commissioners act ethically, avoid conflicts of interest, and maintain the public's trust.
