The essential functions of the job include exercising oversight authority and broad discretionary judgment to manage all functions and resources of the department, providing department leadership, directing the development and administration of budgets, policies, projects, and programs, collaborating with other city officials and senior managers, developing strategic partnerships, ensuring compliance with regulations and policies, maintaining professional knowledge, directing the development and enforcement of procurement policies and procedures, and improving the efficiency and effectiveness of procurement practices. The job requirements for this position include a Bachelor's Degree in Business or Public Administration or a related field, over seven years of experience, supervisory management experience in the administration of a large, centralized, multi-functional purchasing operation, and experience with contract law.
