It requires employees to ensure open and fair competition for City business in accordance with the Tucson City Code and the Tucson Procurement Code. Employees are prohibited from accepting any tangible or intangible benefit, valued at $5 or more, that may influence or appear to influence procurement-related decisions. This includes items with an imprinted company logo that could be perceived as an endorsement or preference for a particular product or service. Employees are also required to declare a conflict of interest if they or their family members are employed by or about to be employed by an organization being considered for a contract award. They are not allowed to solicit or accept gratuities or favors exceeding $5 in value from contractors or potential contractors. If an employee or their family member has a financial interest in a vendor with which the City intends to conduct business, they must disclose this conflict of interest to their supervisor and refrain from any activity related to that vendor. The policy emphasizes the importance of conducting oneself in a courteous and professional manner with internal customers, vendors, and citizens, without discrimination or bias. Employees are prohibited from using confidential or sensitive information acquired in the course of their duties for personal gain or for the benefit of family or friends. They are required to keep their supervisor and other department management informed of any potential or existing problems in which the department has an interest. The policy also prohibits employees from concealing, removing, mutilating, falsifying, or destroying any government document or record, as well as making false or fictitious statements in connection with any official matter, document, or record. Violation of any provision of this policy can result in disciplinary action, ranging from an oral reprimand to dismissal from City service, depending on the severity of the violation. The City reserves the right to pursue legal action as permitted by law.
