The Procurement Specialist III plays a vital leadership role within the Solicitation Services team for the City of Columbia, with a strong focus on making meaningful contributions to the community through responsible and effective public procurement. This position requires advanced procurement knowledge, excellent writing and research abilities, and a demonstrated ability to lead complex projects from initiation to completion. As a team lead, the Procurement Specialist III collaborates with procurement leadership to review incoming requests, assign work, coordinate team workflows, and ensure deadlines are met. The incumbent provides guidance, quality control, training, and mentorship to team members, ensuring consistency and clarity in all procurement-related documentation and activities. A key part of the role involves technical reviews of procurement documents to maintain compliance with the City’s procurement code, regulations, and internal policies. This position demands strong critical thinking, time management, and organizational skills, along with the ability to communicate clearly and effectively with internal staff, leadership, executive management, and external stakeholders. The incumbent is responsible for drafting complex procurement documents, including Invitations for Bids (IFBs), Requests for Proposals (RFPs), and Requests for Qualifications (RFQs), and for managing the entire lifecycle of solicitations. This includes conducting meetings, leading evaluations, negotiating terms, maintaining records, and issuing final contracts. The Procurement Specialist III also performs market research, spend analysis, and cost-benefit assessments to determine the most suitable procurement method for each need. The individual must stay current with industry best practices, policy changes, and technology advancements, ensuring the City’s procurement practices remain effective and forward-thinking. Requirements

Advanced knowledge of public procurement regulations, practices, and Strong technical writing skills; Ability to complete broad to extensive market research; Independent and critical thinking skills to identify challenges and present solutions; Ability to train and onboard new staff members; Above average experience with Microsoft Office Suite to include Word, Excel, Outlook, PowerPoint, SharePoint, and Access; and Professional acumen to handle a fast-paced and varying, shifting work load with the ability to pivot priorities efficiently and effectively.
