The Senior Buyer is a professional position that performs all necessary procurement functions related to the acquisition of a wide variety of capital, equipment, materials, small construction, Information Technology/software and various services.
Identifies sources, issues solicitations, recommends and/or selects vendors, and initiates Purchase Orders, Contracts and Blanket Purchase Orders as assigned, while following government procurement guidelines.
Administers service, maintenance, and small construction contracts. Contracting and Procurement related special projects as needed.
Works with supervision from the Procurement Specialist, Lead(s) and reports directly to the Contract Manager.
Associates Degree in Business, Purchasing, or related field.
Minimum five-years procurement related experience, preferably in the public sector.
Knowledge of the creation, processing, and all other required tasks for various types of public procurement solicitations, contracts, and contract management.
Effective negotiation skills.
Ability to research, analyze and evaluate information.
Proficient with Microsoft Office Suite and computerized purchasing systems.
Ability to manage and maintain strong, positive internal and external relationships.
Ability to communicate effectively, orally, and in writing.
Ability to use sound judgment and maintain confidentiality.
Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with exceptional attention to details.
Or: An equivalent combination of education, experience, knowledge, skills, abilities.
