The Procurement Analyst is responsible for managing the purchase of goods and services, including non-standard and complex items, in support of SWACO departments.
The position is responsible for performing professional duties by supporting the day-to-day purchasing functions for determining and advising on the appropriate method of procurement,
reviewing scopes of services, bids and proposals, negotiating and managing the process of awarding contracts, and preparing, issuing, and administering purchase orders for the Authority.
ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
• Maintains provisions for appropriate business ethics for all personnel involved in procurement;
• Creates, develops, researches and approves bid specifications, final bid documents and contracts for award, to include securing and analyzing quotes, negotiating prices and terms with suppliers, and recommending suppliers based on cost, quality, and delivery competitiveness;
• Creates, compiles, and writes contracts resulting from the RFQ, RFP and RFB processes and prepares documents for media posting and access on SWACO’s website;
• Enforces compliance of contract terms to include coordinating and maintaining vendor relationships; resolving problems concerning obligations of the parties, explaining and renegotiating contract terms; and ensuring compliance with federal and state regulations;
• Supports procurement opportunities for minority, disadvantaged, and green certified businesses;
• Encourages local business involvement, including performing vendor outreach and networking;
EDUCATION AND/OR EXPERIENCE
• Minimum of 6 years progressive administrative responsibility with the company in order to understand policies and procedures;
• Completion of undergraduate major program core coursework in Safety and Industrial Hygiene, or Bachelor’s degree in marketing/business management, public administration or equivalent combination of education and experience;
• Four years of progressive purchasing;
• Six years purchasing and contracting experience with a variety of goods and services preferred;
• Knowledge and understanding of basic accounting and cost analysis preferred, and
• Certified Purchasing Manager (CPM), Certified Public Purchasing Officer (CPPO), Applied Purchasing Practitioner (APP) or Certified Professional Public Buyer (CPPB) preferred.
