The Procurement and Finance Analyst plays a critical role in contract administration, public works procurement and financial management of public works projects for the Capital Projects Department. This position ensures compliance with Washington State laws and regulations governing school district capital projects and supports budget development, forecasting, expenditure tracking, and resolution of budget-related issues. The role reports to the Director of Business Operations and collaborates closely with the Director of Capital Projects to support capital program management, finance, and procurement initiatives.

DUTIES AND RESPONSIBILITIES

  • Act as the primary liaison to the district Purchasing Department, overseeing all contract and procurement activities for the Capital Projects Department, including policy updates and documentation management.
  • Maintain and administer the district’s Small Works and Professional Services rosters in alignment with RCW requirements.
  • Communicate procedures to Planners and Construction Managers and ensure compliance.
  • Oversee procurement of public works contracts related to Design Bid Build (DBB), Energy Service Companies (ESCO), and Small Works procurement, including bid compliance, prevailing wage verification, retainage, and claims processing.
  • Coordinate General Contractor/Construction Manager (GC/CM) and Progressive Design-Build procurement, including preparation of Requests for Proposals/Requests for Quotes (RFPs/RFQs), facilitation of evaluation committees, and contract execution.
  • Manage and monitor the district’s Job Order Contracting (JOC) program from procurement through contract administration.
  • Lead the development, revision, and administration of district public works contracts.
  • Manage end-to-end procurement processes including project setup, solicitation, contract award, closeout, and retainage release.
  • Administer professional services contracts for architects, engineers, and consultants, ensuring compliance with thresholds, amendments, and renewals.
  • Lead department initiatives to establish standardized forms, procedures, and policy updates.
  • Manage apprenticeship utilization plans to ensure compliance with state and district expectations.
  • Analyze and advise on insurance requirements and coverage to ensure adequate protection for district capital projects.
  • Gather data and supplemental documentation, prepare reports, and submit required documentation to state and federal agencies including Notice of Completion forms, School Construction Assistance Program (SCAP) D-Process, Washington Sustainable Schools Protocol (WSSP) reporting to OSPI, and monthly construction expenditures to the U.S. Census Bureau.
  • Coordinate with OSPI and other agencies to maximize SCAP funding eligibility.
  • Assist with financial tasks such as budget development, expenditure tracking, invoice approval, and audit support.
  • Assist in Impact Fee collections, tracking, and reporting.
  • Work with jurisdictions to exchange information, ensure expenditures align with laws and district policies, and maintain documentation.
  • Perform other related duties consistent with the scope and intent of the assignment as assigned.

Requirements

Education and Experience:

  • Bachelor’s degree in business administration, public administration, construction management, finance, accounting, or a related analytical field.
  • Five (5) years of progressively responsible experience in public works contracting, procurement, capital project budgeting, and financial administration within a public agency, school district, or similarly complex organization.

Allowable Substitution: Additional qualifying experience may substitute for up to two years of the education requirement on a year-for-year basis.
