The Senior Sourcing Specialist position is primarily responsible for the direct procurement of a moderate to high volume of a broad range of complex, technical commodities, and services in accordance with the Rules Governing Procurement of Goods, Services, Insurance and Construction by a Public Institution of Higher Education of the Commonwealth of Virginia, William & Mary policies, procedures, and guidelines.
The Senior Sourcing Specialist represents the university in meetings with private sector business representatives.
Provides guidance and training to user departments and decision-making responsibilities.
Specific responsibilities include (but not limited to):
• Serves as a liaison between vendors and University in contract administration.
• Assists university customer and/or vendor in the procurement and contracting process to enhance customer service.
• Obtains proposals, negotiates and awards contracts.
• Develops term contracts and cooperative contracts that result in cost savings, reduced administrative effort and may also benefit other institutions of higher education.
• Develops reliable sources of supplies and services. Routinely interfaces with university officials on procurement issues.
• May serve as a project manager for large procurement projects to ensure all phases and commodity purchases for the project are managed effectively and timel
Bachelor’s degree from an accredited institution or an equivalent combination of education, experience, and training indicating possession of the required knowledge, skills, and abilities.
Comprehensive knowledge of contract and procurement law, methods of procurement, terminology, and principles. Knowledge of RFP process; familiarity with RFP preparation and management.
Proven skills in problem resolution, with the ability to identify and foresee potential issues and concerns, exercise sound judgement, and effectively resolve complicated issues.
Demonstrated skills in project management, monitoring/tracking progress of activities, overseeing and managing the work of others, disseminating information, and reporting outcomes and results.
Demonstrated ability to effectively plan, and organize, with the proven ability to handle a high volume of complex work while managing multiple assignments with competing priorities.
Demonstrated ability to work independently and collaboratively with team members and other internal and external partners to accomplish the goals and objectives of the department.
Demonstrated ability to communicate effectively, orally and in writing, utilizing a high level of interpersonal skills to build sustaining relationships with a diverse population of vendors, customers, faculty, and staff, and other internal and external constituencies.
Demonstrated experience in a professional procurement position, particularly in a buyer role.
Previous contract experience.
