Under the general direction of the Assistant City Manager / Director of Procurement & Sustainability, the Assistant Director supports the oversight and daily operations of the City's Procurement, Sustainability, and Fleet Management functions.
This position plays a critical role in ensuring efficient and compliant purchasing activities, advancing environmental initiatives, and supporting the optimization of fleet and surplus operations.
The incumbent collaborates with internal departments, external vendors, and community stakeholders to implement strategic initiatives aligned with City goals. Work is performed with considerable independence and reviewed for effectiveness, efficiency, and compliance with policy.
EXAMPLES OF ESSENTIAL FUNCTIONS: Leadership and Administration
1. Assists in the management and supervision of the Procurement, Sustainability, and Fleet Management functions, providing leadership and support to purchasing, fleet, and solid waste/sustainability personnel.
2. Acts on behalf of the Director in their absence or as delegated.
3. Develops Departmental goals, objectives, and performance measures in line with City-wide strategic priorities.
4. Participates in policy development and implementation related to procurement, fleet management, and sustainability.
Procurement & Contracting
5. Oversees day-to-day procurement operations, including competitive solicitations (bids, proposals, and qualifications); leads evaluation and negotiation processes; ensures compliance with federal, state, and local regulations, and recommends contract awards.
6. Supervises procurement staff and provides direction on technical and policy-related procurement issues.
7. Assists in developing procurement policies, procedures, templates, and internal training programs to promote efficiency, transparency, and legal compliance.
8. Supports cooperative purchasing efforts and e-procurement initiatives to optimize cost-effectiveness.
9. Ensures the integrity and transparency of the public procurement process.
Fleet & Surplus Management
10. Supervises and coordinates with the Fleet & Surplus Manager to ensure effective vehicle/equipment acquisition, preventative maintenance programs, fuel systems oversight, and surplus disposal.
11. Monitors performance data and recommends process improvement and lifecycle planning adjustments.
Sustainability, Resilience, and Solid Waste Initiatives
2. Supports the planning and implementation of environmental and sustainability programs, including energy conservation, waste reduction, and recycling initiatives.
13. Assists in grant research and administration for sustainability and climate resilience projects.
14. Collaborates with departments and external agencies to promote sustainability and best practices across City operations.
15. Participates in community outreach, education, and engagement on environmental initiatives.

Bachelor's degree from an accredited college or university in Public or Business Administration, Political Science, Business Law, Finance, Purchasing or related field.
Five (5) years of progressively responsible experience in a governmental purchasing operation, including considerable high level supervisory and administrative experience. Preferred:
• Master’s degree in Public Administration
• Possession of a Certified Public Procurement Officer (CPPO) Certification or equivalent.
