The City of Durango’s Finance Department is seeking a Buyer to assist us in responsibly purchasing and contracting for materials, supplies, services, construction, and equipment. In this role, you'll create bid specifications, manage the bid and award process, and draft contracts. You'll also be a key resource, guiding both the public and City departments on our purchasing policies and procedures. Your work will involve handling both formal and informal bidding processes, as well as managing contracts, while always adhering to City guidelines. We value innovation and professional growth, so you'll have opportunities to attend seminars and training sessions, stay current with industry trends, and read relevant journals.
What You’ll Do in This Role:
* Process department requisitions, assist departments in developing specifications and statements of work, and guide City staff on procurement methods.
* Create and maintain contracts, assist with contract renewals and extensions, develop RFPs/IFBs/INFs, and monitor contract performance.
* Prepare purchase orders and related documents; ensure compliance with public notice requirements.
* Analyze price proposals and financial reports for fair pricing, maintain vendor relationships, investigate new supply sources, and recommend new vendors.
* Initiate and lead evaluation committee meetings, bid openings, pre-bid conferences, and other procurement-related events.
* Develop and modify recordkeeping/accounting systems, ensure complete procurement and contract documentation, and post public notices as per compliance standards.
* Assist with the City’s mobile device and P-card programs.
* Create spreadsheets and track projects from start to finish to ensure all purchasing requirements are met, and adhere to Federal purchasing requirements when federal funds are used for the project.
* An understanding of how city government procurement works and helps other departments secure the best cost and price.
* Data entry into multiple spreadsheets to track costs and analyze for best practices.
You Have:
* A Bachelor’s degree with major coursework in Business Administration, Public Administration, or related field.
* Three years of technical experience in procurement or inventory management.
* Knowledge of pertinent federal, state, and local laws, codes, and regulations concerning municipal purchasing, contract coordination, and budgeting processes.
* Familiarity with competitive bidding and purchasing methods.
* Cost accounting and price analysis skills combined with the ability to organize, analyze, and compare complex documents.
* Ability to establish and maintain effective working relationships, interpret and apply City purchasing policies, and resolve vendor and departmental disputes with professionalism and confidentiality.
