Overview

This webinar will take a closer look at the recently published Global Best Practice, “Achieving an Optimal Procurement (pCard) program.”
 
If your current pCard program has stalled and you are looking to achieve greater efficiencies via the program, and increase agency revenue, this session is for you. We will consider program structure and how shifting priorities may affect the program's efficiencies.

Presenter Bio(s) 

Kirk Buffington, NIGP-CPP, CPPO, C.P.M., CPFIM, MBA, retired in June 2019, from the City of Fort Lauderdale, where he spent the last five years as Director of Finance.  Kirk also served as Director of Procurement Services and Deputy Director of Administrative Services.  Prior to Fort Lauderdale, Kirk was the Purchasing Agent for Osceola County. In January 2022, Kirk was admitted to the University of Cincinnati Law School’s Masters in Legal Studies program.  He will graduate with an MLS degree in August 2023. Kirk has a B.S. in Business Administration from Florida State University, and an MBA, with a concentration in Procurement and Acquisitions Management, from Webster University, St. Louis, MO.   Mr. Buffington served as President of the Florida Association of Public Purchasing Officers and was elected to the National Institute of Governmental Purchasing (NIGP) Board of Directors in July 2003, and served as its’ President of NIGP from 2008-2009.   Mr. Buffington co-authored the NIGP LEAP text “The Legal Aspects of Purchasing” and published various articles concerning Procurement Case Law in nationally peer-reviewed academic journals.
 
Kathleen Fisher, NIGP-CPP, CPPO, CPPB, CPCP, Manager of Supplier Relationship and Procurement Operations, Hillsborough County Aviation Authority. She has a Master of Public Administration from the University of South Florida. Kathleen discovered her love for Public Procurement when she joined the Authority’s Procurement team in 2013. She cannot imagine working in any other profession. Kathleen has successfully facilitated complex solicitations for parking control systems, online systems, and professional services. She is responsible for managing the Authority’s Purchasing Card Program and converting supplier payments to ePay methods. She has recently been appointed as the Manager of the Authority’s newly created Supplier Relationship Management Program. She is responsible for developing a collaborative partnership between the Authority and its key suppliers. Kathleen currently serves as the Chair of the NIGP Accreditation Committee, Secretary of the Tampa Bay Area Chapter of NIGP, and is a Special District Representative to the K-12/Local Government Advisory Team to the National Association of Purchasing Card Professionals. Kathleen was part of NIGP’s Global Best Practice Task Force for Achieving an Optimal Procurement Card (pCard) Program, has been a presenter at national and regional conferences as well as for virtual symposiums and webinars on procurement related topics. In 2021, Kathleen was voted Buyer of the Year by the Tampa Bay Area Chapter of NIGP.
 
 

Attendance for Individuals

In order to receive one contact hour, each member needs to register for the webinar individually in advance and then watch the live webinar. Your credit is tabulated by match between your login and your registration.

Attendance for Groups

There is a Group Sign-In Form provided with each webinar. The group sign-in form does not register anyone for the webinar, it just verifies live attendance. Each person will receive their login email on the day of the webinar – this verifies their registration. The group sign in form verifies that they watched the live webinar.

Cancellation Policy

Registration and payment must be received 24 hours prior to the course start date. After this time, registrations will be based on space availability.  A full refund, less a $75 administrative fee will be given for cancellations made in writing 31+ days prior to the seminar date by emailing RegistrationInfo@nigp.org. No refunds are given for cancellations received within 24 hours of the seminar start date. There are no refunds for no-shows. If the seminar is cancelled for any reason, NIGP's liability is limited to the registration fee only.  

Attendee substitutions within the same agency may be done at any time with email notification to NIGP. If attending via scholarship, please provide documentation verifying the scholarship issuer's name and contact information in lieu of payment information.
