The evaluation of suppliers’ offers through assorted methodologies and prioritized criteria helps procurement professionals fulfill their responsibilities as stewards of the public trust. Evaluation methodologies, however, are more than just scores and ranks but include the processes of receiving, opening, and analyzing associated offers. NIGP’s Evaluation Methods course creates a dedicated learning experience where students leave with the ability to:

  • Evaluate offers, make awards, and/or negotiate an optimal contract solution.
  • Identify and describe the different types of evaluation methodologies and their associated application.
  • Explain the process of receiving, opening and analyzing offers, methods for award, and award strategies.
  • Identify and select the most responsive offer(s) and responsible supplier(s).

  • Entry-level public procurement and central warehouse professionals who serve as assistants, coordinators, buyers, or equivalent functions within their respective entities.

Module 1: Manage Invitation for Bid Process - 1 hour 15 minutes
Students learn the steps and best practices to manage an Invitation for Bid (IFB).
 
  • Module 1 Introduction - 15 minutes
  • Lesson 1: Determining Bid Requirements – 30 minutes
  • Lesson 2: Determine the Low Bid – 15 minutes
  • Lesson 3: Recommend the Award - 15 minutes
 
Module 2:Determine Evaluation Methods for Responses to RFP – 1 hour and 5 minutes
Students gain an understanding of evaluation criteria and the scoring methodology for responses to an RFP.

Students learn to identify the best form of a contract, the elements of contract and describe general legal considerations for contracts.
