In 2013, the NIGP Business Council created its first white paper, “We ‘No Bid,’ and I’ll Tell You Why.” Based on its popularity and impact—and the fact that many entities continue to receive insufficient supplier responses to their solicitations—the Council decided to update the paper to keep it timely and relevant for NIGP’s membership.
