Procurement Manager
City of Corvallis, Oregon
Dan Galanaugh, NIGP - CPP, CSI - CDT, is the new Procurement Manager for the City of Corvallis, Oregon - home of Oregon State University (Go Beavs!). Dan has been a municipal procurement professional continuously since 1991, having served two other agencies in this time prior to joining Corvallis in April. The majority of Dan's experience has been in the procurement of Capital Improvement Projects, first for the City of Thornton, Colorado (26+years), then for the City of Bend, Oregon (7+ years). During his procurement career Dan has witnessed the shift from the majority of projects utilizing traditional project delivery (design-bid-build), to an ever-increasing percentage of projects utilizing alternative procurement methods such as Design-Build, Construction Manager/General Contractor, and others with a greater focus on best-value as opposed to lowest responsive, responsible bidder. Dan has served as the procurement officer for at least ten different alternative solicitations between his previous two agencies and is currently part of the project team at Corvallis for the City's first attempt at alternative project delivery - a Construction Manager/General Contractor RFP for the City's new $35 million Parks Maintenance Facility.
Dan was a member of the Denver Chapter of the Construction Specifications Institute for over 14 years during his time with Thornton, and served as chapter Treasurer for over 9 of those years. Dan also served a two-year term as Treasurer on the board of the Rocky Mountain Government Purchasing Association (RMGPA) prior to joining Bend. Dan holds a bachelor's degree in environmental studies from Ramapo College of New Jersey.
