IFB - Scrap Metal 2005

  • YEAR CREATED: 2005
  • ENTITY TYPE: City/Township
  • TYPE OF DOCUMENT: BID - ITB, IFB, ITT, RFB
The document is an invitation for bids (IFB) for the sale of scrap metal generated by various user departments of the City of Newport News. The bidder is required to sign a statement acknowledging that collusive bidding is a violation of Federal Law and any false statement constitutes a felony. The bid must be signed and notarized to be considered responsive. The award will be given to the bidder who quotes the pricing adjustors that will provide the greatest return on sales for the City. The bidder's adjustor sum will be calculated by adding the quoted adjustors for each commodity category. The City will also consider the capacity, character, integrity, and reputation of the bidder, as well as any past experience with the services offered. The contract period will begin on the date of award and last for one year, with the option for the City to extend it for four additional years in one-year increments. Pricing for the scrap purchases will be based on the American Metal Market (AMM) pricing for the specified commodity in the Pittsburgh Market. The bidder's adjustor amount will be applied to the AMM published price, and the bidder must indicate whether the adjustor should be added or deducted from the price. Fuel surcharges for transportation will not be allowed. The contractor will be responsible for providing containers at each City site for the collection of scrap material. They must pick up the material within two business days of receiving notice from the City and determine the net weight of the material. The contractor will calculate the amount due to the City based on the applicable unit price and net weight. They must also return a container to the City site within one business day of pick up and mail payment within five business days. Either party may cancel the contract with ninety days' advance notice. The types of scrap metals included in the contract are brass, copper, and mixed iron and steel. The scrap may include some non-metallic material. The document also provides information on delivery/pick up locations and frequency, as well as container requirements for different City departments. Specifically, at 48th Street & Roanoke Ave, there will be an unmanned container for scrap metal.
