  • YEAR CREATED: 2005
  • ENTITY TYPE: County
  • TYPE OF DOCUMENT: BID - ITB, IFB, ITT, RFB
The document outlines the terms and conditions for a contract between Baltimore County and a contractor for winter maintenance services. The document specifies that the contractor must conform to all local, state, and federal safety regulations. The pricing for the services provided by the contractor shall remain firm for the duration of the agreement. The County will pay hourly rates for various services, including a field supervisor, trucks with plows and salt spreaders, snow blowers, and manual salt spreaders. The hourly rates cover the time from call-up until the contractor's truck returns to their yard, with a maximum threshold of two hours for arrival at the County shop. Any time exceeding the two-hour threshold will be at the contractor's expense. The contractor's operator is allowed a half-hour break every four hours, and the County will pay the full hourly rate for allowable break time. The prices offered in the agreement will remain firm for one year, and the County may consider a request for escalation based on the Consumer Price Index or a maximum 5% increase. The County reserves the right to accept or reject the request within fourteen days. The successful bidder must provide evidence of insurance and maintain the required coverages throughout the agreement. Invoices must be submitted monthly, and late payment charges are prohibited. The contractor operators are required to attend a Winter Maintenance Meeting. Failure to respond to two call-outs during the contract period will result in termination of the contract. The contractor must comply with Minority and Women Business Enterprise (M/WBE) participation requirements, and forms related to M/WBE participation must be completed and returned with the bid. The contractor is expected to estimate the participation level for each subcontractor and submit copies of payments to M/WBE subcontractors and suppliers. Waivers of M/WBE requirements may be requested using the "Minority Contractor Unavailability Certificate."
