Before receiving final payment, the contractor must obtain complete releases of all liens arising from the contract. Sales tax must be paid on materials, supplies, and equipment used in the work. The contractor must employ qualified and licensed personnel and ensure sufficient labor to complete the work within the specified time. Operations should be confined to designated work areas, and a competent superintendent and necessary assistants must be maintained throughout the project. The contractor is responsible for maintaining discipline and order among employees and complying with instructions regarding water, heat, power, smoking, and fire safety. Subcontractors are bound by the terms of the agreement between the contractor and Baltimore County. Disputes will be resolved through arbitration, with the Purchasing Agent or authorized representative acting as the arbiter. If the contract value exceeds $100,000, contractors must comply with MBE participation requirements. The successful bidder must estimate the participation level (for the full term of the agreement) for each subcontractor and/or vendor listed on the MBE participation schedule form.
