The City of Manassas is seeking two procurement professionals to join our Purchasing team. These vacancies may be filled at the Buyer I, Buyer II, or Senior Buyer level depending on the qualifications and experience of the selected candidates.
The Hiring Ranges are listed below:
• Buyer I (B11): $57,324.80 – $78,832.00
• Buyer II (B14): $66,372.80 – $91,270.40
• Senior Buyer (B17): $76,814.40 – $105,622.40

Essential Job Functions:
Buyer I (Entry-Level Procurement) Performs routine and structured procurement tasks including preparing bid specifications for goods and services, assisting with competitive bid processes, reviewing invoices, maintaining vendor files, and supporting City departments with routine purchasing needs. Works under close supervision with limited independent decision-making.
Buyer II (Intermediate Procurement) Handles moderately complex procurements, including goods, services, and minor construction projects. Administers Invitations for Bid and Requests for Proposals, analyzes bids, recommends awards, monitors contract compliance, and provides technical guidance to departments. Works independently and may mentor Buyer I staff.
Senior Buyer (Advanced/Professional Procurement) Manages highly complex and non-routine procurements, including professional services, specialized equipment, and major construction projects. Provides strategic procurement guidance, conducts negotiations, ensures compliance with federal/state/local regulations, and serves as a lead resource for the team. May serve as Purchasing Manager in their absence.
Minimum Required Qualifications:
• Buyer I (B11): High School diploma or GED; three (3) years of experience in public procurement, inventory management, or related field.
• Buyer II (B14): High School diploma or GED; five (5) years of experience in public procurement or related field; must obtain Virginia Contracting Associate (VCA) or Certified Professional Public Buyer (CPPB) certification within 18 months of hire.
• Senior Buyer (B17): Bachelor’s degree in Business Administration, Public Administration, or related field; three (3) years of public procurement experience; must possess and maintain Certified Professional Public Buyer (CPPB) certification. Salary placement within the hiring ranges will be based on qualifications and experience.
