Create and update Procurement standard operational procedures and train others in their use.
Create and update Board Agenda templates, prepare Board Agendas, and review Board Agendas prepared by other staff.
Lead the development of detailed specification and scope of work documents for specific competitive solicitations.
Work closely with third party consultants, architects, engineers, and other professionals to ensure all District requirements are met in preparing solicitation documents. Develop, publish, and negotiate invitations to bid, invitations to negotiate, requests for qualifications, and requests for proposals.
Conduct pre-bid/proposal meetings, determine responsiveness and responsibility of bidders/proposers, and investigate qualifications/references and work history of firms submitting bids and proposals.
Provide information to suppliers/contractors and internal customers on the bid/award process, purchasing policies and procedures, and all other procurement-related issues.
Assist in training sessions as necessary to keep suppliers and internal customers up-to-date on current policies and procedures.
Respond to internal customer and vendor inquires, concerns, or problems relating to procurement actions and recommend viable, efficient solutions.
Administer the purchasing card program including developing user training materials and conducting user training.
Research market trends and technical developments in product and service markets. Evaluate, track, and approve requisitions, change orders, and purchase orders.
Monitor supplier/contractor performance and contractual disputes and facilitate corrective actions.
Effectively communicate with schools, departments, suppliers, and the leadership team.
Work independently to plan, schedule, and coordinate activities to accomplish objectives on time.
MINIMUM QUALIFICATIONS Associate’s degree from an accredited institution.
Two (2) years of experience equivalent to an Agent/Buyer in public purchasing.
PREFERRED QUALIFICATIONS
Bachelor’s degree in business administration. Four (4) years of experience equivalent to an Agent/Buyer in public purchasing. Professional Public Purchasing Certification.
Experience managing business/department functions.
