Are you an experienced procurement professional eager to contribute to the next phase of procurement excellence in Raleigh? The City of Raleigh is seeking a skilled and forward-thinking Senior Procurement Analyst to help drive innovation, support, and strengthen procurement strategies across City departments. In this high-impact role, you’ll manage complex contracting processes, ensure compliance, and contribute to advancing innovative approaches that continue to deliver value and transparency to our community. You’ll work alongside a dedicated team and City leadership to manage complex contracts, ensure compliance, and strengthen how the City partners with vendors to deliver exceptional services to our residents. The Procurement Division, within the City’s Finance Department, ensures that every dollar spent supports Raleigh’s mission of excellent public service. We are committed to innovation, fairness, and accountability in all aspects of purchasing. Our team partners with every department across the City to deliver results that are cost-effective, compliant, and community-focused. Duties and Responsibilities:
- Manages the City’s most complex procurement and contracting functions.
- Partners with departments to meet procurement needs in a timely and cost-effective, and compliant manner.
- Drafts, review, and oversees contracts, renewals, and amendments while maintaining compliance with laws and policies.
- Serves as a trusted advisor and liaison with vendors, City departments, and the City Attorney's Office.
- Leads and participates in cross-functional projects aimed at improving procurement strategies and policies.
- Develops and delivers training that strengthens City-wide procurement knowledge and practices.
Education and Experience:
- Associate Degree or 2 years of College in Business Administration, Public Administration, Accounting, Finance or related field, and 3 to 5 years' experience in procurement, purchasing, contract administration, or related work; OR Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted.
Knowledge of:
- Applicable federal, state, and local laws, regulations, and best practices
- Bid and contract language, contract formation, and administration
- Contract management processes
- Customer service and vendor relationship management principles
- Quality assurance, record keeping, and documentation standards
- Modern office practices and the use of software applications (Word, Excel, database, and reporting tools)
Skill In:
- Establishing and maintaining collaborative working relationships with internal and external stakeholders
- Analyzing data, identifying trends, and developing process improvement
- Negotiating contract terms and resolving procurement-related issues
- Prioritizing multiple projects and meeting deadlines in a fast-paced environment
- Exercising sound judgment, discretion, and attention to detail
- Providing training and guidance to staff and departments
Ability to:
- Interpret and apply procurement laws, regulations, and policies with accuracy and consistency
- Maintain integrity, professionalism, and confidentiality in all aspects of work
- Work independently and as part of a team to support City-wide procurement objectives
- Communicate effectively, both verbally and in writing, with departments, vendors, and leadership
- Adapt to change and contribute to continuous improvement initiatives
