-Research, interpret, update and apply existing procurement laws, policies, and procedures to ensure procurement methods utilized by the City are in accordance with City, state and federal laws; instruct internal and external personnel on laws, policies, procedures and critical issues pertaining to each procurement to ensure that applicable guidelines are followed; and analyze internal and external environments for non-compliance with procurement laws, policies, and external environment that could affect the City to ensure that the City is responsive to changes in the procurement process.
-Coordinate competitive negotiation strategies with all parties involved to facilitate the procurement of complex purchases. Revise solicitation documents as necessary to conform with City and state requirements; and solicit proposals and/or bids and plans.
-Organize and direct pre-proposal conferences, evaluation committees, and negotiation teams to provide clarification and to expedite the procurement process. Review or draft award documents to notify vendors of successful bids. Evaluate and respond to questions, complaints, protests, and disputes in an effort to minimize conflicts resulting from the procurement process.
-Interview prospective offerers and bidders to update existing knowledge of market conditions; and assist City departments by providing market information needed for tactical and strategic planning.
-Assist purchasing staff in securing complex purchases when required. Coordinate team projects and supervise staff as required.
-Accurately analyze, evaluate, and assess the variables surrounding requests for highly sensitive and technical procurement;
-Accurately select and implement the most optimal procurement method; Effectively instruct, train and direct all parties involved with the procurement; ensure proper procurement laws, policies, and procedures are followed;
-Accurately review and/or draft all necessary documentation;
-Clearly and concisely communicate with public, co-workers, and all levels of City personnel the technicalities associated with the procurement process;
-Accurately present and defend decisions associated with actions taken;
-Effectively coordinate projects to meet applicable deadlines.
