Under limited supervision, performs a wide variety of purchasing duties involving a considerable knowledge of an assigned specialty area such as construction, contract administration, or complex procurement methods for professional and non-professional services.
Works with a high degree of individual responsibility and must routinely exercise responsible independent judgment. Performs buying work of moderate to complex difficulty in the procurement of supplies, equipment, services, and professional services in compliance with County, State, and Federal regulations using various sourcing methods such as invitation for bids, request for proposals, statement of qualifications and request for quotations.
Must be proficient in writing with excellent attention to detail, high level of ethics, and must have the flexibility to prioritize and be able to manage time efficiently to maximize output.
Acts as back-up support for all functions of the Purchasing Assistant/Buyer I positions. Reports directly to the Purchasing Officer.
ESSENTIAL JOB FUNCTIONS
• Creates invitation for bids, request for proposals, statements of qualifications, request for quotes and requests for information.
Assists departments in the creation of specifications/scope of work and determines which procurement method is needed based on the County’s Procurement Ordinance.
• Conducts pre-bid conferences, pre-proposal conferences and bid-opening meetings.
May act as witness for meetings performed by the Purchasing Officer.
• Opens, tabulates, and prepares summaries after bid opening.
Verifies bidders are responsive and responsible offerors. Performs bidder reference checks.
• Creates and manages supplier relationships.
• Ensures maximum value for expenditures is achieved by conducting market research, cost/benefit analysis, and performing strategic forecasting of future requirements.
• Performs contract administration. Notifies internal and external stakeholders of contract renewals, completions, extensions, etc.
• Creates and documents cure notices and terminations after obtaining Purchasing Officer’s approval.
• Negotiates and writes contracts.
• Accepts goods and services.
• Acts as back-up P-Card Administrator and ensures all p-card transactions are processed in a timely manner.
• Assists in the compilation and redaction of documents for Freedom of Information Act (FOIA) requests.
• In the event of an activation of the Emergency Operation Center (EOC), may be immediately deployed in a role responsible for the acquisition of all goods and services required in the event of a disaster or other declared emergency.
Must be able to work at the main EOC in Georgetown, SC during emergency events.
• Expands own knowledge by such means as academic study, independent reading and attending conferences, workshops and seminars, and earning professional certification.
Must be willing and able to obtain and keep CPPB certification if not already certified;
• Performs other work as assigned by the Purchasing Officer.
Qualifications MINIMUM TRAINING & EXPERIENCE
A Bachelor's degree in Finance, Purchasing, Business Administration or closely related field or a minimum of four (4) years of experience as a buyer or purchasing officer, preferably in the public sector, or an equivalent combination of education and experience.
Certification in the purchasing field such as CPPB, CPPO, NIGP-CPP, CPSM is highly desirable.
Must be able to act courteously, tactfully and effectively with internal and external stakeholders.
Must have a positive attitude and be a team player.
Must maintain a high standard of ethics and demonstrated ability to use good judgment.
Must have excellent attention to detail. Writing proficiency is required. Must have excellent verbal communication skills. High level of computer skills with experience in Microsoft Word, Excel, and Adobe Pro.
High level of experience with virtual platforms such as but not limited to Microsoft Teams, GoToMeeting, Zoom, etc. Experience with New World Logos Dot Net is a plus.
Must have and be able to maintain a valid SC Driver’s License at all times.
Must be able to work well both independently (50%) and with people (50%).
