The position:

Join SHA as our Design and Construction Contracts Administrator! If you're skilled in managing procurement and contracts for architecture, engineering, and construction services, and thrive on solving complex challenges, this role is for you.

You'll guide stakeholders, ensure regulatory compliance, and help shape impactful capital projects across our growing portfolio.

What will you do? Develop and manage procurement programs for architecture, engineering, and public works projects Ensure compliance with federal, state, and agency regulations throughout procurement and contracting Collaborate with internal teams and departments to align contract strategies with project goals Lead presentations and trainings on procurement processes and contract administration Advise project teams and vendors on contract terms, policies,

and regulatory requirements Resolve contract disputes and support resolution of complex issues Oversee change order processes and ensure regulatory compliance Review and approve invoices for contract compliance prior to payment Administer contract closeouts in accordance with legal and procedural standards Lead procurement activities from planning through contract execution Negotiate contract terms, perform cost analyses, and manage documentation for audits For additional information on the job,

Requirements

Education and Experience: Bachelor's Degree in business administration, public administration, contract management, construction, or closely related field; AND five years of experience in purchasing/contract services work, preferably with alternative delivery and construction related contracting experience; OR an equivalent combination of education and experience that provides the knowledge and experience necessary.

Extensive knowledge of procurement and contracting methods is required, along with a comprehensive understanding of federal and state laws, rule and regulations for the procurement and administration of public works and architectural engineering services for capital improvement projects. While these requirements are the traditional standards for developing the skills required for this classification, any combination of experience, training and education that demonstrate the ability to successfully perform the essential functions of the classification may be considered.  Required Licenses or Certifications: CPPB or other equivalent procurement certification strongly encouraged within 12 months of hire.

Competencies, Knowledge, Skills & Abilities

1. Extensive knowledge of procurement and contracting methods is required.

2. Extensive knowledge of contract management.

2. Comprehensive understanding of federal and state laws, rule and regulations for the procurement and administration of public works and architectural engineering services for capital improvement projects.

3. Knowledge of project and program management.

4. Ability to make accurate and credible independent judgement based on guiding regulations, laws, rules and policies.

5. Ability to interpret complex information to guide decision-making.
