Objectives

By the end of this course, students will be able to:

  • Identify and define public procurement legal terms, concepts, and principles.
  • Describe how the three categories of law—the common law, legislative/statutory law, and administrative law—apply to public procurement.
  • Apply basic legal concepts and principles to practical public procurement situations.

Description

Like all things, the practices of public procurement professionals are regulated based on the common, statutory, and administrative laws that bind and protect the responsibilities of public entities across North America. Practitioners must be empowered to not only identify and define those terms commonly associated with the legal profession but also be able to describe and apply the predominant categories of law within the larger function.


Target Audience

Designed to promote applicable experiences for practitioners working in the public sector, NIGP’s Pathways competency courses empower learners with the ready-to-implement actions they need to succeed in public procurement. This introductory course is designed for:

  • Public procurement and central warehouse professionals who serve as assistants, coordinators, buyers, or equivalent functions within their respective entities.
  • Non-procurement managers and supervisors who are responsible for either the procurement function or staff who provide procurement functions under delegated authority.
  • Professionals who are employed by governing entities and special authorities (such as K-12 and higher education, publicly-owned utilities, transportation providers, and other publicly-funded or created organizations) that either serve within or manage the procurement function.

Delivery Method

In this instructor-led environment, learners interact with a cohort of their peers over a multi-hour period. The course experience is built around experiential learning, or “learning by doing,” empowering learners through practical application of real-life tasks while tapping into the experience of both peers and an NIGP-certified facilitator. As part of course registration, students receive job aids, practical application exercises, and case studies designed to promote critical thinking and immediate, post-course application of lessons.
