    Mr. Darin L. Matthews, NIGP-CPP, CPPO, CPSM, FNIGP, C.P.M. Darin currently serves as a Executive Director and Chief Procurement Officer for Cal Poly, San Luis Obispo. He is also an instructor and former faculty chair at the University of California, Santa Cruz. He has thirty years of procurement management experience in state and local government, higher education, and private industry. Darin speaks throughout the world on a variety of procurement topics, and his writings have been featured in Inside Supply Management, Government Procurement, The Public Manager, and The Journal of Public Procurement. His books include Warehousing and Inventory Control, Logistics and Transportation, and Effective Supply Management Performance. Darin is a columnist for Government Procurement Magazine and the Educational Procurement Journal. Darin has served on the faculty at numerous universities including Florida Atlantic University, University of Illinois, Portland State University, and Cal-Berkeley. He holds a Bachelor of Science degree in Business/Political Science and Master degrees in Acquisition Management and Education/Technology. Darin is a certified instructor for NIGP and served as their President in 2007. He has also served as a board member of the Universal Public Procurement Certification Council and the Public Procurement Research Center at Florida Atlantic University. In 2020 and 2021 Darin served as host of the podcast, The Evolution of Procurement, where he discussed procurement issues with peers from around the world. This course provides guidance on developing strategies to address and prevent issues related to supplier protests. While doing everything possible to avoid protests, procurement professionals must uphold certain rules and standards that can occasionally lead to protests. Protests are often delicate situations that require appropriate responses and cautious actions. The burden of judgement and accountability often falls on procurement leaders. For this reason, it is imperative for procurement leaders to understand how to manage a team during a protest. Procurement leaders are responsible for ensuring that all procedures are followed during a protest and strategies are in place to prevent protests.

Objectives

In order to successfully earn a digital badge, learners must:

  • Process and respond to protests appropriately.
  • Determine the sustainability of a protest and respond appropriately.
  • Develop solutions to prevent a recurrence of the protest conditions.

Intended Audience

This offering is targeted to individuals who meet or exceed the following professional demographics:  

  • Senior-level public procurement professionals and senior-level central warehouse professionals who already have an in-depth knowledge of public procurement and handle or manage high-level, complex procurements for their respective entities.   

  • Professionals who are employed by governing entities and special authorities (such as K-12 and higher education, publicly-owned utilities, transportation providers, and other publicly-funded or created entities) who direct procurement operations and establish procurement policies.


Completion Requirements

In order to successfully complete the NIGP Competency Module, learners must:
  • Attend and participate in the entirety of the instructional event (including pre-work).
  • Complete the post-course evaluation survey available in Aspire.
  • Complete the final assessment examination.

Cancellation Policy

Registration and payment must be received 24 hours prior to the course start date. After this time, registrations will be based on space availability.  A full refund, less a $75 administrative fee will be given for cancellations made in writing 31+ days prior to the seminar date by emailing RegistrationInfo@nigp.org. No refunds are given for cancellations received within 24 hours of the seminar start date. There are no refunds for no-shows. If the seminar is cancelled for any reason, NIGP's liability is limited to the registration fee only.  

Attendee substitutions within the same agency may be done at any time with email notification to NIGP. If attending via scholarship, please provide documentation verifying the scholarship issuer's name and contact information in lieu of payment information.
