The Town of Greenwich is then no longer obligated to withhold 5% of the contractor's invoices. If the acceptance form is not received within 120 days, the Town is required by law to withhold 5% of the purchase order/change order/supplement total and remit it to the DRS. The Town is also obligated to withhold 5% from each nonresident contractor's invoice if the acceptance form is not provided within the specified timeframe. The contractor must respond to work requests within 4 hours and obtain approval from the Building Construction & Maintenance Division of the Department of Public Works before starting any work.
