The authors discuss the importance of procurement in project success and the various methods that have been developed to manage this process. They highlight the contribution of Dean Kashiwagi, who supports PiPS and claims that it leads to high project performance and client satisfaction. Kashiwagi started his research in 1994 and developed the method over several years with the objective of improving procurement practices. However, the authors argue that Kashiwagi's explanation for PiPS's success is not fully satisfactory. They propose using perspectives from the New Institutional Economics to better explain the effects of PiPS. The authors also discuss the traditional procurement method used in the Dutch construction industry and the need for innovative procurement methods. They examine PiPS projects in the US and the Netherlands and compare the results. The document concludes with a discussion on the explanatory power of neo institutional economics and the legislative boundaries of PiPS.
