Description
Some of what you'll be doing: As a Procurement Officer II, you will employ proper procurement strategies to ensure compliance with regulations as required by Washington State, Federal law, and Port policies and Procedures with proven contracting processes. You will guide internal and external customers regarding the procurement of consulting services including engineering support services, architectural design, environmental, community-based grants, and federal grant funded type contracts.
1. You will review and evaluate scopes of work, independent cost estimates, milestones, funding, and schedules while ensuring the planning encompasses the Revised Code of Washington (RCW) and federal law to identify and mitigate procurement as well as contract management risks.
2. You will lead the solicitation process from start to finish, including managing the selection process and coordinating and facilitating meetings with key stakeholders.
3. You will develop procurement objectives in terms of competition and price and create solicitations including Terms and Conditions and appropriate evaluation criteria.
4. You will coordinate and prepare procurement and contract documents with multiple project team members with an emphasis on speed without compromising quality.
5. You will manage multiple contracts including collecting and monitoring required contractual documents.
6. You will actively participate in the Port’s process improvement efforts including Standard Operating Procedures (SOP), template, and guidance document improvements.
Requirements
Who you are:
Experienced – You have two (2) years of experience in procurements, grants, and/or contract development.
Desired – We hope you have experience negotiating terms and conditions with a consultant.

Knowledgeable – You have basic knowledge of procurement methods, risk mitigation strategies, developing pricing strategies, terms and conditions, and leading contract discussions/interviews. You also have understanding and application of project management skills and techniques.
Adaptable – You can manage stressful situations and can work effectively in situations involving uncertainty or lack of information and respond accordingly. You can also handle sensitive and confidential information with discretion.
What else you need to know:
Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role. You must be able to attend on-site meetings as required, and off-site and community outreach meetings outside of standard work hours. You may be required to work during emergencies.
Work Environment – This work will take place in a hybrid/in-office setting at Management’s discretion.
Washington State Residency Requirement – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
Security Requirements – As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance.
