Description
This position facilitates the procurement of materials, equipment and services for the County. The position is primarily responsible for assisting Agencies and Departments in obtaining goods and services valued at greater than $100,000. The position works under general supervision independently developing work methods and sequences and may be a working lead providing tactical assignments or priorities.Requirements
Manages, under the general supervision of the Procurement Director, primarily moderate to higher complexity Requests for Bids and Proposals by approving developed statements of work and supporting specifications, utilizing standard templates, forms and agreements, terms and conditions, forms and language develops conditions for the solicitation.
• Facilitates the solicitation process by working with the Agencies to develop evaluation criteria, performing financial scoring, determining business viability, documenting the results of the solicitation process and writing up award recommendations for assigned projects.
• Performs and documents moderate to potentially complex price and/or cost analysis to ensure reasonableness of purchase pricing.
• Monitors, reports and may actively engage in Contract management as directed, including period of performance extensions, exercising options, negotiating and implementing performance extensions and ensuring current certificates of insurance meet County requirements are current.
• Prepares agenda requests and documentation for Board of Commissioners meetings and enters resulting Purchase Orders.
• Monitors and reports on key commodity prices and metrics. Serves as a liaison with other Agencies to assist in developing periodic procurement plans and provide product/service information and assists with the procurement process.
• Performs other related job duties as assigned.
