The technical experience of the firm is also evaluated, including their expertise in the workers compensation area and the insurance industry, as well as references from previous clients. The qualifications of the individuals assigned to the evaluation are considered, including their education, training received in the past three years, position in the firm, and years and types of experience. The qualifications of supervisory personnel and the evaluation team, the amount and applicability of directly related training, and the general direction and supervision provided by the firm's management personnel are all taken into account. The size, structure, and resources available to the firm are also evaluated. The technical score is calculated based on the points awarded for each criterion, and the cost score is determined by comparing the lowest cost of all bids to the cost of the bid from the firm being evaluated. Clarifications of offers may be made by the procurement officer to eliminate confusion or clarify uncertainties in the proposal, but these clarifications may not result in a material or substantive change to the proposal. Additional points may be awarded or subtracted based on other factors, such as ND bidder preference, as guided by the State Procurement Office. The final score is determined by combining the technical score and the cost score.
