This document is an evaluation form for a Congestion Management System (CMS) Request for Proposal (RFP). The form is used to evaluate vendors based on various criteria. The evaluation form consists of three sections: Scope of Work, Experience/References, and Technical Qualifications. Each section is rated on a scale of 1-100, and a weighted score is calculated for each section. In the Scope of Work section, the vendor is rated on their comprehensive approach to the project, ability to meet the project's objectives, and innovative public involvement techniques. In the Experience/References section, the vendor's demonstrated experience in developing Congestion Management Systems, the experience of the proposed project personnel, and the quality of references are evaluated. In the Technical Qualifications section, the vendor's knowledge and experience in transportation modeling using TP+/Viper, use of model outputs for public involvement, modeling and possible PM 2.5 NAAQA, public involvement techniques and practices, developing a methodology for assembling socioeconomic data used in a travel demand model, preparing data for base, horizon, and two interim years, and relevant federal and state requirements for developing a CMS for a Transportation Management Area are assessed. The weighted scores for each section are calculated by multiplying the section score by a specific weight. The total weighted score is the sum of the weighted scores from each section. The evaluation form also includes space for the evaluator to list the reasons for their evaluation and to provide their signature, date, and printed name and department.
