This document is an intergovernmental agreement between the cities and agencies that make up the Northeast Illinois Communications Consortium (NICC). The purpose of the agreement is to jointly engage in the Request for Proposal (RFP) process to acquire an interoperable and shared communication system. The agreement states that the Charter Agencies, including Aurora, Elgin, Grundy County Emergency Telephone System Board (GCETSB), Plainfield, Naperville, Northwest Central Dispatch System (NWCDS), and Will County, are legal entities organized under the laws of Illinois and have the authority to contract with each other. The Charter Agencies previously entered into a Confidentiality and Non-Disclosure Agreement to discuss their public safety communication systems and determine facts about current and future communication capabilities. The Charter Agencies have evaluated proposals and pre-qualified two vendors for the RFP. The agreement recognizes NICC as the primary organization for processing necessary documentation for the RFP process. The Charter Agencies agree to release an RFP document that specifies the requirements for an interoperable communication system. The City of Naperville will coordinate the RFP process, but each agency will be responsible for the actual purchase of equipment or services. The Charter Agencies will not be subject to any financial commitment until the proposals have been evaluated and approved by each agency. Each agency will be responsible for procuring equipment related to their organization. The agreement also includes provisions for the use, safeguarding, and confidentiality of confidential and proprietary information shared between the Charter Agencies.
