This document is the COG Rider's Clause, which outlines the use of contracts by regional jurisdictions. According to the Alexandria City Code, the Purchasing Agent has the authority to solicit bids and award contracts on behalf of other jurisdictions for supplies and services of common use. If authorized by the bidder, the resulting contract can be extended to any or all of the listed jurisdictions, allowing them to purchase at contract prices in accordance with the contract terms. However, there is no obligation for any jurisdiction to use the contract. Each participating jurisdiction has the option to execute a separate contract with the awardee, which may contain specific terms and conditions unique to that jurisdiction. The awarded vendor is responsible for notifying the listed jurisdictions of the availability of the contract. The document also states that a negative reply does not affect the consideration of the bid/proposal.
