The City of Bellingham in Washington is seeking proposals for transportation and processing services for residential yard waste collected at the Clean Green Transfer Station. The transfer station is open to the public on weekends from March to November, and residents of Whatcom County can drop off yard waste for free. The facility is currently operated by the Bellingham Public Works Department. The City is looking to award separate contracts for transportation and composting services, but may also consider a single contract for both services. The term of the contract(s) will be for the 2004 and 2005 operating seasons, with the possibility of a two-year extension. Successful vendors will need to provide a performance bond and appropriate insurance coverage. Proposals should include a description of the transportation system, a schedule of weekly operations, and a cost per ton for transportation and composting. The processing site must be fully permitted and have contractual markets for the compost. Proposals must be submitted by November 7, 2003.
