The document is a request for proposal (RFP) from the County seeking a vendor to provide Family Navigation Services for families in Baltimore County with a child or children with intensive needs. The services must be family-focused, community-based, culturally competent, and outcome-based. The County has a budget of $131,900 for the initial year of the contract. The selected offeror will provide navigation services for families with a child with intensive needs, defined as a child whose needs exceed the resources of a single public agency and for whom there is no legally mandated funding source. The services include family outreach, screening and assessment, information and referral, family support, and service evaluation. The selected offeror must provide services during convenient hours and in accessible locations, ensuring cultural and linguistic competence. Preference should be given to legacy parents or primary caregivers caring for a child with mental health needs and/or developmental disabilities. The offeror must respond to inquiries/referrals within 48 hours and collect and record data using a designated web-based reporting system. Compliance with the Governor's Office for Children (GOC) policies and procedures is required. The offeror must submit quarterly financial and program performance reports, attend training sessions, and provide an annual independent financial audit. Records must be retained for five years, and a criminal background check is required for employees and subcontractors. The offeror must serve families based on expressed need, achieve specific performance objectives, and allow inspection of records by the County and/or State. Service records are the property of the State and must be retained for five years after the youth turns 21. Additionally, any materials generated or arising from the use of State funds provided under an Agreement resulting from this RFP shall be subject to the same retention requirements.
