  • ENTITY TYPE: Authority: Transportation
  • TYPE OF DOCUMENT: BID - ITB, IFB, ITT, RFB
The document is a specification for the transportation and recycling of universal waste lamps by the Texas Department of Transportation (TxDOT). The document outlines the scope of the specification, bidder qualifications, storage containers for the lamps, pick-up procedures, transportation requirements, and the recycling facility. According to the document, TxDOT is responsible for generating an Invitation for Bid (IFB) that describes the universal waste lamps. The bidder for this service must be qualified and have knowledge of the hazards and risks associated with handling and recycling hazardous waste. They must also provide their registration numbers and any required licenses or permits. The vendor is required to provide structurally sound containers for the lamps, both for whole lamps and broken lamps. An initial supply of containers must be shipped to TxDOT within two weeks of the purchase order being awarded. The vendor must also replace the same number of empty containers as full containers picked up for recycling. TxDOT will notify the vendor verbally for a pick-up, followed by a written request within 24 hours. The vendor must pick up the full containers within two weeks of notification. Transportation of the waste lamps is the responsibility of the vendor. TxDOT will pack, label, and complete all applicable information on the containers, but the vendor must complete any additional transportation information. The vendor must provide suitable vehicles and placarding for transportation and comply with all relevant laws and regulations. A bill of lading must be provided to TxDOT, describing the number and type of lamps. TxDOT will not pay for broken lamps that occur during transportation or at the recycling facility. The recycling facility must have all necessary permits and licenses to accept and recycle the universal waste lamps. The vendor must specify the proposed recycling facility, which must accept both whole and broken lamps. The vendor can only transport waste lamps to the specified recycling facility and must notify TxDOT of any changes. Within 35 days of acceptance by the recycling facility, the vendor must provide TxDOT with a Certificate of Reclamation, guaranteeing that the lamps have been recycled.
