This document is an invitation for a requirements contract for paving work and repair services for Chesterfield County and Public Schools. The purpose of the contract is to establish firm pricing for paving and repair services that the County can utilize as needed. The initial term of the contract is from the date of endorsement to June 30, 2004, with the option to renew for four consecutive one-year terms. Prices for subsequent terms will be determined based on percentages over the previous year's pricing. The County prefers that the contract be awarded to vendors with firm prices for the entire contract period, but if not feasible, vendors must specify the length of time for which their quoted prices are firm and the expected number of increases and maximum percentage increase during the contract period. Any price increases incurred by the County should be a result of actual increased costs passed from the manufacturer. The County reserves the right to conduct on-site visitations of bidders' facilities to ensure their capabilities. The bidder must operate a full-service commercial paving and maintenance operation and be duly licensed and authorized to provide services. The successful bidder(s) must provide services within the quoted time. Failure to meet contractual obligations may result in contract cancellation. Services should only be provided after receipt of a written purchase order or a verbal request containing a purchase order number. The contractor must provide an itemized ticket for all services rendered. Invoices must be submitted to the County with the purchase order number and meet all requirements. The County may investigate the bidder's ability to perform the work and reserves the right to reject any bid if the bidder is deemed unqualified. Contractors must be licensed by the State Board of Contractors based on the value of the contract. The contractor is responsible for supervising and directing the services and will be held accountable for the acts and omissions of their employees, subcontractors, and other persons performing any of the services under the contract.
